Key projects proposed for 2026–2027

  • Gawler Aquatic Centre renewal works

A coordinated program of upgrades at the Gawler Aquatic Centre will renew key infrastructure, improve accessibility, safety and security, and enhance service delivery. Works include main and toddler pool improvements, access upgrades, solar renewal, and facility enhancements. Together, these upgrades will reduce water loss, lower chemical use, support efficient operations, and maintain high-quality community facilities.

  • Enhancing Town Presentation Program

This program builds Council’s in-house capacity to maintain verges, reserves and streetscapes, improving consistency, flexibility and town presentation while reducing contractor reliance. It establishes a three-person horticulture crew and provides essential equipment for efficient delivery. Year 1 costs support recruitment, with contractor savings growing from $45,000 to $100,000 annually from Year 2.

  • Aspire Estate walking connection

Construction of a new DDA-compliant shared path and compliant lighting to provide an accessible connection between the Aspire Estate and the existing Gawler Bypass underpass. The project will deliver a safe active transport link for pedestrians and cyclists, improving access to the broader footpath network and helping overcome the barrier posed by Main North Road. It also supports the objectives of Council’s Walking and Cycling Plan 2018–2028 and Gawler Integrated Transport Strategy 2024.

  • Finniss Street renewal

Renewal of Finniss Street within the Church Hill Heritage area, between Reid Street and Porter Street, to address deteriorated infrastructure while maintaining the heritage character of the precinct. Works include stone kerb renewal, sealed footpath renewal and road pavement and seal renewal, improving safety, functionality and asset life while reinstating the streetscape in keeping with the area’s heritage significance.

  • Glenelg Lane upgrade

Upgrade and sealing of Glenelg Lane, Gawler South, an unsealed urban road approximately 375 metres in length. The project includes stormwater management, kerb and gutter, road base and asphalt pavement works to improve local amenity and reduce future maintenance requirements. The majority of the project cost is expected to be offset through the Federal Government’s Roads to Recovery program.

  • Local Government periodic elections

Provision for Council’s statutory costs associated with the 2026 Local Government periodic election. Council is required under the Local Government (Elections) Act 1999 to meet the costs of conducting the election. The allocation includes the Electoral Commission’s indicative estimate, together with staffing and contingency, noting final costs depend on factors such as voter participation, ballot paper returns and the number and type of elections required.

  • Gawler Town Centre Structure Plan

Implementation of priority actions from the Town Centre Structure Plan and Development Delivery Framework to progress the staged revitalisation of the town centre. The 2026-2027 program includes design guidance, early implementation actions, a signage and wayfinding strategy, and a code amendment to align planning policy with the Structure Plan vision and support future investment. The project is also supported by a $50,000 Minister for Planning Open Space Fund grant.
