Introduction
On 11 December 2025, the State Government initiated the Kudla Growth Area and Northern Park Lands Joint Amendment.
The Joint Amendment is a formal process to investigate and determine how land should be progressively rezoned within these areas over time. This detailed planning work will guide future development, infrastructure, and community facilities in the area by informing updates to the Planning and Design Code and the Greater Adelaide Regional Plan.
The affected area includes land within the suburbs of Kudla, Hillier, Munno Para Downs, Evanston Gardens, Evanston South, Blakeview and Angle Vale.
The detailed planning work to be undertaken as part of the Joint Amendment process will help towards implementing key directions of the Greater Adelaide Regional Plan for northern Adelaide by:
- Facilitating new housing and employment growth in the vicinity of the Kudla and Angle Vale Growth Areas, with appropriate civil infrastructure as well as social, community, recreation, commercial and retail services to support the growing population.
- Providing for the significant open space provision contemplated in the Northern Park Lands.
The Joint Amendment process is designed to enable the Planning and Design Code and the Greater Adelaide Regional Plan to be updated to ensure:
- maximum opportunities for community consultation on proposed changes
- infrastructure that supports new communities is planned and funded
- new land uses are developed in a structured and coordinated approach; and
- duplicated statutory processes are avoided.
This process will also support the establishment of the Northern Park Lands, which will provide current and future communities with high-quality open spaces that support long-term greening, biodiversity and community wellbeing.
Community consultation will occur later in 2026.
