The Gawler Town Centre Structure Plan and Development Delivery Framework (SP & DDF) is a strategic initiative led by the Town of Gawler to guide the future growth, development, and activation of its town centre. The Structure Plan will establish a long-term spatial vision that integrates land use, movement, public realm, and built form to support a vibrant, accessible, and resilient centre. Complementing this, the Development Delivery Framework will provide a practical roadmap for implementation, including staging, governance, funding, and partnerships.

Together, these documents aim to unlock investment, enhance liveability, and ensure coordinated decision-making aligned with Council’s strategic objectives and community aspirations.

The framework will include strategies to attract investment, strengthen retail and commercial viability, and prepare an investment prospectus to showcase key development opportunities. By promoting well-designed and context-sensitive development, the Gawler Town Centre can support new development, housing and/or accommodation options that activate the precinct and contribute to the daily life and success of the local businesses.

No physical works will occur as part of this project, but the project will make a series of recommended actions for consideration in future years. Transport and movement solutions is a key focus of this strategic project.

Specifically, the project will explore:

  • Improved pedestrian and cycling infrastructure
  • Potential for decked car parking
  • Traffic flow and safety enhancements
  • Integration with public transport and freight movement

Prior to any changes being implemented, Council will be required to undertake further detailed design work and prioritise delivery alongside other Council projects.

Heritage planning is a core component of the framework. It will identify opportunities for the adaptive reuse of heritage buildings and provide deign guidance to support new development that complements and enhances the town’s historic character.

Yes. Council has allocated $165,000 + GST for the consultancy as part of the 2025-26 Budget, with additional in-kind support provided by Council staff in areas such as transport planning, strategic planning, GIS, engineering, and community engagement.

Additionally, the Government of South Australia through the Open Space Fund, has awarded Council a $50,000 (plus GST) grant to assist with early implementation of the forthcoming action plan in FY2026/27. This funding will support activities including a future Code Amendment, finalisation of design guidelines and concepts, and development of a signage and wayfinding strategy.

The BCRG is a temporary advisory group established by Council to provide local insight, feedback, and recommendations throughout the development of the Gawler Town Centre Structure Plan and Development Delivery Framework.

Members contribute by:

  • Reviewing and providing feedback on draft plans, policies, and proposals.
  • Participating in workshops and discussions on key themes (e.g. land use, transport, economic development).
  • Represent the views of their sector, group or broader community.
  • Help identify local priorities, opportunities, and challenges.
  • Promote awareness of the project within the broader community.

Members were appointed through an Expression of Interest process in 2025 and meet bi-monthly.

Yes. The framework will consider connectivity to future growth areas, including the role of Gawler Central Station and broader transport linkages to Concordia. While land use and development decisions for Concordia are led by the State Government as the project proponent, the framework will support Council’s advocacy for coordinated growth by reinforcing the role of the Gawler Town Centre as a key regional hub for services, employment, and transport across the outer northern region.
