Adelaide’s North is Changing – Here’s What You Need to Know
Big changes are coming to Adelaide’s northern region, with the Government of South Australia leading a major project to create thousands of new homes and one of the state’s largest new parklands.
What’s happening?
The State Government is working to rezone land in the Kudla Growth Area, paving the way for around 16,000 new homes. This will support housing needs and bring new jobs, schools, shops, and community facilities to the area.
A new green heart for the north
Alongside new neighbourhoods, the Northern Park Lands will become a major green space for everyone to enjoy. Spanning up to 1,000 hectares, this parkland will connect the Hills Face to the Gawler River via Karbeethan Reserve and along the Gawler and South Para Rivers. It will provide places for sport, play, walking, cycling, and relaxing in nature, while protecting local wildlife and linking communities.
Planning is underway now
The State Government is preparing a Kudla Growth Area Structure Plan and a Northern Park Lands Master Plan. Public consultation will occur in 2026, giving local communities the chance to share ideas and feedback.

The Government of South Australia is preparing a Structure Plan for the Kudla Growth Area to guide future development. This plan will support the rezoning of land to enable around 16,000 homes, along with new schools, shops, jobs and community facilities.
The Structure Plan will outline how the area will grow, including the location of key features such as housing, roads, parks, retail centres and community services. The goal is to create vibrant, liveable neighbourhoods and local employment opportunities while protecting green spaces and supporting wildlife.
Key elements of the plan will include:
- A new mixed-use town centre
- Land for jobs, health, education, and community services
- Protection of native bushland and creation of green corridors for wildlife
- Infrastructure upgrades (roads, water, wastewater, stormwater)
- Interface management, including fewer homes at the edges to blend in with neighbouring areas
- Location for of drainage reserves and additional greening opportunities.
The Town of Gawler is actively working with the Department for Housing and Urban Development project team to help shape outcomes that matter to our community.
The Northern Park Lands Master Plan will guide the future of the Northern Park Lands, reflecting community needs and aspirations for open space and recreation. Investigations to inform the master plan are currently underway, with community consultation scheduled to commence in June 2026.
